What is a development Platform as a Service (dPaaS)?

The prices are extremely high. For 2GB of disk usage and 1 user your pay $2.00 per month. If you want more space you but an extra user.
I have calculated that my total storage is about 90GB, meaning 45 users = $90.00 per month. Now that's what I call robbery!
